What is the AIPR? Who is it for?
\nThe skills acquired by an employee involved in the preparation and execution of work near networks must be verified by the “Autorisation d\u2019Intervention \u00e0 Proximit\u00e9 des R\u00e9seaux” (AIPR) issued by their employer. Three categories of personnel are required to hold an AIPR:<\/p>\n
\u2013 “Designer” profile: This refers to employees of the project owner or project manager involved in the preparation or monitoring of works. For every project, at least one employee of the project owner (or the organization acting on their behalf) must hold a “Designer” AIPR.<\/p>\n
\u2013 “Supervisor” profile: This refers to employees of the construction company involved in the administrative and technical preparation of the works. For every construction site, at least one employee of the contractor must be identified as holding a “Supervisor” AIPR. This supervisor must be present on-site or be able to reach the site within half a day.<\/p>\n
\u2013 “Operator” profile: This refers to employees directly involved in work near overhead or underground networks, whether as heavy equipment operators or during emergency works. On all construction sites, all equipment operators must hold an AIPARG. On all emergency work sites, all personnel involved in excavation or working near overhead networks must hold an AIPR.<\/p>\n
Minimum conditions required for issuing an AIPR
\nThe issuance of an AIPR by the employer is subject, on one hand, to the employer’s assessment of the individual’s competence and, on the other hand, to the availability of one of the following forms of proof:
\n\u2013 A valid CACES for public works equipment operators;
\n\u2013 A title, diploma, or professional qualification certificate in the construction, civil engineering, or related sectors, issued within the last 5 years and accounting for the anti-damage reform;
\n\u2013 A certificate of competence issued following a state-supervised multiple-choice exam (MCQ), issued within the last 5 years;
\n\u2013 In the case of strictly overhead work with no impact on underground networks, an electrical authorization;
\n\u2013 Any title, diploma, or certificate of equivalent standing issued in another European Union Member State.<\/p>\n
Obtaining proof of competence for AIPR issuance
\nCurrently, CACES certifications do not yet fully, or only partially, incorporate anti-damage regulations. For this reason, CACES training organizations systematically offer the MCQ exam alongside the CACES certification process. The exam offered most often corresponds to the “Operator” profile. If an employer requires an assessment for a different profile, they must specify this.<\/p>\n
